No, it does not. Recoil starter pulls as normal. Don't think the pump is the culprit.

After multiple attempts to start this SOB with the choke fully closed and then in various positions, I pulled the plug and its dry indicating maybe it is isn't getting gas but I'm bafffled. The carb is new and when I pull the carb drain plug and leave the gas on, it flows out of the bowl so there's no gas obstruction to the carb. The plug looked dry going through the same attempt at starting with the original carb in place.

Not being there, it's hard to tell.
There are only 3 things that can be the culprit in a gas engine:
-Gas
-Spark
-Compression

I appreciate your time an help. I've been a DIY person all my life (I'm 71) and this little bastard has me stumped. Guess I'll bite the bullet and take it to a small engine repair shop. Again, thanks for your help.
