pressure washer stalls when engine is started

there's a one way valve in the output line. if I remove it and put it back, then turn the water on before starting the engine, I have low pressure. No hose or wand connected. I start the engine and the engine stalls. no water comes out unless I remove the valve .

Originally I found a bad 'o'ring in the unloader. This is a rmv 2.5g30 pump

???

One way valve was stuck/or jammed. I replaced it and adjusted pressure. Working ok now
