I just bought a used Ingersoll Rand 2475N7.5P Air Compressor and hooked it up as 3 Phase.

I can hear the power humming, but the motor wont turn. I can read power going into the left side of the big white replay (see photo), but no power coming out of the right side of the big relay. Anyone have any ideas? I know very little about compressors.
