Just purchased a new puma 5 horse/60 gal. When it turns on the belt seems to run tight across the top of the pulleys, but it bounces like a sun of a gun across the bottom, it must deflect a good inch up and down. Factory says, as long as it's tight across the top..and only has 1/2 inch deflection when pressed on ..it's good. It just seems like there shouldn't be that bounce on the bottom. Should it not be pretty taught also ?

True, as long as there is no more than 1/2" deflection when you press down on the belt at the center point, you should be alright.

I doubt it's something to worry about in the long run. The reason it doesn't seem as tight on the bottom could be that the output Crankshaft on the pump is slightly warped, or that the Flywheel itself is. IF it's a new air compressor, just put it through its paces and if something happens, it will (hopefully!) be covered under warranty.
