Thanks for the post!
I watched the video you posted (very helpful!) and it does appear that the Pump is pressurizing. The video quality isn't great so it was a bit blurry, but the Pressure Gauge seemed to show the correct pressure, and it was pressurizing pretty quickly so it "appears" as thought the pump is operating, or at least pressurizing.
I can't tell from the video, but does the Flywheel turn slowly, or does it seem like the Belt is slipping on the Flywheel? Per the video it looked like the Flywheel was turning slowly when the compressor was building pressure (at higher RPM).
If you can reply with a little more info I'm sure we can get to the bottom of this.
