I have Centralpheumatic 3 Gallon oilless air compressor Model # 97080
It will start but will not compress , fill the air tank What can I do to fix this ?

Unfortunately, we don't offer any parts for the pump on this particular unit, and it certainly sounds as though you have bad reed valves or a bad piston ring in your pump.
Central Pneumatic is sold by Harbor Freight exclusively so you would need to contact them directly at 1-888-866-5797.
Hopefully they will have parts for the pump available for you to purchase, but it's doubtful since these are inexpensive units made overseas, so many parts are not available.
