This is an Intercooler Safety Valve, and usually when this blows off, it's telling you there's a problem in the pump head itself, usually it's because of a blown out Valve or Head Gasket.

When it blows off that means it's "interstaging" so you're getting too much pressure building up in one of the cylinders (usually the Low Pressure cylinder, the larger one). Usually replacing the Safety Valve which won't fix the problem.

I'd take the head off and inspect your Gaskets and Disc Valves.
Hope this helps!

I'm not 100% certain but they would by physically damaged or have rust or carbon build-up which would make them "stick" on the Valve Plate, so they won't open and close on the valve plate like they should.

- Thanks
