Yes, after replacing the valves and when first turning it on it worked as it should, I walked away waiting for it to fill and shut off and after it reached about 70 psi it started to blow out the right side intake and it then started to run hot.

It's certainly possible the new valve could be stuck open so this is my best guess. There could be a piece of carbon, gasket or debris holding the valve open. It needs to be disassembled and checked. Also, the oil in the filter had to come past the rings on the piston, it might be a good idea to check the piston/rings and cylinder while the head and valve plate are off. Make sure there are no gouges or deep grooves in the cylinder, and make sure all of the ring gaps are staggered, and that the rings aren't frozen in their grooves.

I'll pull the head again and check it out. What are the recommended torque settings for the head bolts?

The torque spec for the head bolts is 14-16 ft/lbs.
