:( there are two safety valve's on the pump the left one keep's lifting WHY

Which Safety Valve is blowing off? Is it the SV on the Intercooler Tube (which connects the two cylinders) or the SV on the finned Aftercooler (which the Copper Discharge Tube connects to)?

Well, this can happen for a couple of reasons.

1. The Safety Valve is defective; usually it's because the spring inside has lost tension and won't sense the accurate pressure (PSI).

2. You have a blown Head Gasket (likely).

3. You have a damaged/defective Valve(s) in the Pump.

If it continuously leaks as soon as you start up the unit, it probably means a gasket is blown out. I would take the head off and inspect the Gaskets and Disc Valves.

it only leak's when it get's up to 100 lb's pressure and then it's not steady it chatter's

Then I would say the Safety Valve is functioning correctly, and to take the pump head off and check the Gaskets & Valves; it's probably as simple as blown gasket. A lot of times the rib in between the large and small circles will tear.
