When the motor locks up, you state that there is back pressure in the supply line to the tank?
This is usually indicative of a bad check valve.
Is there a plug on the side of the check valve? If so, you can install a cold start valve that helps with restarting. I am not guaranteeing that this will solve the issue, but it does allow the motor to start easier.

The other problem could be a bad start capacitor, but I do not see one listed on the parts breakdown.

No there is NO back pressure. I removed the supply line at the head and no air came from the tank. Almost seems like it needs to cool down or something before it will start. If you fill the tank and then start emptying it the motor will in-gauge but not turn. It will then trip the circuit breaker.

This sounds like a motor issue. There isn't enough amperage to kick start the motor.
If you can find the start capacitor, you can test it.
